The Chancellor finally admitted what we all knew, that a recession coupled with lower tax receipts will increase borrowing to unprecedented levels - £118bn in 2009/10. He has set aside £20bn for tax cuts, most of this being spent on a reduction in VAT, but who is going to pay for it? As always the devil is in the detail, we now know that it will be employers and employees through increased national insurance and high earners with increased taxes.
